A "License" is considered a single computer, these are NOT concurrent network licenses.  But the users can be spread out across multiple sites (in the same company) as long as there is one main contact that oversees all of the licenses.  The software is authorized per computer when it is installed.

** For 25 users and above a common Authorization Code is provided so each computer does not need to be Authorized when the software is installed.
